Call the Department of Public Welfare, Personal Care Home Field Office in your area. They can help explain the regulatory requirements that apply to all resident written agreements/contracts. They can also provide you with a copy of the Personal Care Home regulations, which specify the requirements.
Personal Care Homes are residential facilities that offer personal care services, assistance and supervision to 4 or more persons who are not relatives of the operator and who need and receive personal care services. They are licensed in the Commonwealth through the Department of Public Welfare. Sometimes they are advertised as “assisted living residences”, “retirement homes”, or board and care homes. There are no federal standards that apply for licensing personal care homes. There is no third party reimbursement– Medicare and Medicaid–but some private long-term care policies do recognize personal care services for reimbursement. Some Personal Care Homes accept Supplemental Security Income (SSI).
